I'm unsure on how to achieve a finish like this. Black lacquer, under very thin satin clear? Would a person cut and buff this finish the same as usual, or would one need it to be perfect right off the gun?

Wood is ash, that is important. Need a heavy grain to get the look. Spray with black base coat and then run satin clear. Yep, satin finishes must be clean off the gun with no texture or dust seeds. No cut and buff on a satin finish.

Also of note is the incredibly low gloss factor of this finish in particular..... I'm guessing this was done in a 2K urethane flat system that is popular with the hot rod set these days as I know of no wood finish this low in gloss.

Alternatively you could run a epoxy surfacer/primer in flat black and call it a day but still gotta be great off the gun.
